Quality Education and Training

In order for people who live in Blackpool to have higher incomes, good health and an overall better quality of life, education and training has to be a priority.  Education and training needs to focus on giving people the skills they need, and can use, in their lives.  Within quality education and training the priority for the next three years will be young people as  they prepare to leave school and start their adult lives.  There is also a more general need to improve people's skills, through training.  We are being creative in making better use of what the town has to offer, bridging the gap between communities and schools through the Negotiated Actions.

 Co-ordination of Information Advice and Guidance

Currently at over 14 years there are lots of different routes a young person can take.  Colleges say that young people choose courses without knowing the full implications and that can mean more people dropping out of courses or getting lower grades.  We aim to develop one approach to information, advice and guidance.  Incorporating training, a directory and working closer with parents and teachers to give a better understanding of the opportunities available in Blackpool and beyond.

It will improve the numbers of 16 year olds and over in employment, education and training, and support our young people to make better life choices

 Supporting Vulnerable Families

A number of Blackpool families experience complex needs, such as a combination of poor housing, poor health and a lack of employment in families.  Currently the public and voluntary sectors interact with these families in different ways but not always addressing all the issues.  A more coordinated approach to dealing with multiple issues that families have should provide a service where educational attainment, aspirations and long-term prosperity improve for these families with complex needs.

This action will propose options and models of supporting vulnerable families holistically so their needs are more effectively met and ultimately their life chances improve.
 
Employment of Vulnerable Young People


Blackpool has a high number of young people aged 16-19 not in employment, education or training.  Large proportions of these young people are from vulnerable groups; teenage mothers, children leaving care and children supervised by the Youth Offending Team.  Many of these vulnerable young people need individualised support to enter employment, education and training.  This action aims to employ more vulnerable young people within the public sector, giving support and training.

It will improve the numbers of 16 year olds and over in employment, education and training.

 Communities into Schools

Young people at school need a variety of teaching methods and different ways of engaging to get the most out of learning.  Schools can benefit by being more involved with the local communities to promote understanding and build relationships.  Young people through interacting with community members and learning about different topics can gain skills and experience.  Children and young people are part of the communities and neighborhoods they live in, they have a right to express their opinions about the way services are delivered and they have a distinctive and important understanding of the way their neighborhood works.

This action will develop community champions who can interact with young people in school.

 
 Skills for Life

Children in Blackpool schools are still not achieving as highly at GCSE as the national average and Blackpool has a large number of people with no qualifications.  This can mean that some families have lower aspirations or are unable to support their children in achieving at school.  This action will work with employees to identify people who could benefit from additional training.  Training will be based around skills for life.

This action will increase the number of people with a level 1 qualification, and above, in Blackpool.
