A Development Plan 2005 - 2007


Introduction

This document is developed from the eCommunity Framework 2005 – 2020.  It compliments and supports the Blackpool Council Local Strategic Partnership “Achieving Perfect Vision”, Community Plan 2004 – 2020.  It preempts areas of the LAA (Local Area Agreement) planning and consultation under ‘creating stronger, vibrant communities’– and focuses on the development of an information and communication foundation that should underpin all community actions, along with a flexible action plan for coherence and focus on our primary goals.

  Challenging a number of popular preconceptions about the use of ICTs (Information and Communication Technologies) this plan adds detail and specific interventions to the structure presented in the eCommunity Framework. It is important that this plan is not either prescriptive or restrictive; it should provoke ongoing discussion and the examination of emergent and practical technologies that are available. These ‘disruptive’ technologies are emerging ever faster, and must be turned to the advantage of the community in every way possible.

Built upon the work already of the e-Community Partnership, this strategy is guided by National Local and European trends and policies. We are indebted to the assistance of parties from a range of backgrounds in the development of this plan.
The eCommunity framework is concerned with maximising everyone's potential to gain, either individually or as members of Blackpool’s diverse communities, through the vision of an e- enabled world.
