David indicated that the Voluntary sector is bigger than the banking sector in economic terms and has also started more services than the public sector although this is not recognised by the public sector. It was noted that 17 VCS organisations work with the Council to deliver its 'Springboard' project although it is seen that Blackpool doesn't have a flourishing voluntary sector.

In 2004 the Home Office published the ‘Change Up’ report in order to have a 10 year capacity building plan for the Voluntary Sector. There were also 6 specialist hubs set up, Finance, Governance, ICT, Performance, Workforce Development and Volunteering.

The first meeting of the Blackpool Hub is on 20 June 2007.

One member noted that there is some confusion over the term ‘volunteer’ whether a ‘voluntary’ group has paid staff or not.
