Local Area Agreement



A Local Area Agreement (LAA) is a three-year agreement that sets out the priorities for a local area agreed between central government and the local area (in this case Blackpool) represented by the local authority (Blackpool Council) and the Local Strategic Partnership.

The LAA is about creating the freedom to do things differently by central government relaxing some of its usual rules on how a service should be delivered, and by bringing funding streams together from different organisations to tackle a local issue.


LAA's aim to:
  • Improve coordination between central and local government
  • Transfer decision-making to the local area
  • Reduce red tape that is often seen within government
  • Improve performance from partners means better services for local people
  • Join up public services so resources are combined for maximum impact
  • Improve partners performance and make them accountable to local people
  • Services redesigned so they reach the people who need them

The LAA is not about:
  • Bringing in new money
  • Just about the Council

The LAA will be required to focus on four key themes:
  • Children & Young People
  • Health & Older People
  • Safer & Stronger Communities
  • Economic Development & Enterprise
