Town Centre Saturation Policy
The Public Protection Sub-Committee has agreed the introduction of a "Saturation Policy" for alcohol establishments in Blackpool Town Centre. Under the Licensing Act 2003, the Council must grant applications unless the Police can demonstrate that, by granting more licenses,
there would be
a detrimental effect on the area listed, i.e. the Town Centre. With a Saturation Policy included in the Council's Licensing Policy, it is up to
the applicant
to prove that granting his/her application
would not have
a
detrimental effect
. Saturation policies are also known as "Cumulative Impact" policies. The policy has now been out to consultation, approved by the Public Protectionn sub-committee and the Council, so it is now official Council policy..
