The revised Council's Licensing Policy, in the section dealing with adult entertainment,  contains the line " it will accordingly be the policy of this authority not to grant any more licenses permitting adult entertainment in this area"    
It then goes onto say that "any applications for new (and variations of existing licenses) will be carefully examined and the responsible authorities will expect a clear explanation in the operating schedule of the proposed signage, publicity, external advertising and display materials.   Explicit material should not be visible while signage relating to the nature of the entertainment and the exclusion of children should be prominent" 
Further reference to location, particularly relating to children is included, as well as guidelines on the provision of striptease and other erotic performance.
So are we banning them or not?    I don't think we can. but we can ensure those with licences operate in a proper manner, abiding by the rules and if they won't - revoke the licence.
