What For?
The focus of Capacity Builders (CB) is to implement the ChangeUp investment programme, designed to build capacity and infrastructure framework for the voluntary and community sector.
ChangeUp is a Government funding programme, developed with VCOs, to build capacity and infrastructure in their sector. It aims to transform front-line VCOs, so that local communities will be able to experience a real difference in the quality of their services. It will do this by improving the capacity and capability of organisations that offer services to the front line.
Programme of Action
Capacity Builders have developed a programme of action to achieve four key objectives over the first two years:
two initiatives:
- Evaluation programme: including helping to fund projects exploring how organisations can collect appropriate data to measure progress
Learning and Innovation programme. This programme will develop and test how best to provide infrastructure and innovative initiatives aimed at improving the qualityof services.
Research on good practice. CB will commission research examining different models of good practice
Improve reach of infrastructure services for a range of marginalised groups. These include black and minority ethnic (BME) organisations (including refugee and migrant groups) as well as rural organisations, faith groups and other communities of interest.
building on the recommendations of the Home Office-commissioned Equality and Diversity Strategy;
providing local and regional consortia with guidance material
looking at how training initiative can help; and
funding consortia to support diversity and equalities infrastructure programme
- Develop capacity building funding sources. Capacitybuilders will collect information and develop expertise on changes to VCS management, and work with others to ensure that funds are used effectively.
How Much?
£70 million for the ChangeUp programme for the financial years 2006/07 and 2007/08.
Capacity Builders let consortia know how much money is available and what their individual grants will be in April 2006.
